For the comprehensive deepening reform, perfecting the system of the compulsory product certification system, requirements of our commission in accordance with relevant laws and regulations, combined with the pilot certification implementation experience of implementing rules, carried out a comprehensive product specific implementation rules for compulsory certification of the revision work. The revised rules for the implementation of mandatory product certification are hereby announced (see Annex 2-, annex 18, hereinafter referred to as the new version rules). The new version of the rules comes into effect on September 1, 2014, and the old rules for replacement are shown in table 1.
The relevant designated certification organizations should be implemented according to the general rules of the new rules and mandatory product certification requirements have been released formulate corresponding detailed rules for the implementation of product certification, certification of the implementation details should be in September 1, 2014 before I appointed certification supervision department to complete the record before carrying out relevant certification activities in designated fields. As the development of technology, the emergence and certification of new products, and the continuous improvement of applicable standards, this revision involves the application of the rules, and the following adjustments are made:

The relevant designated certification organizations should do the certification and publicizing the work of the relevant production enterprises according to the new product. The newly added products shall not be allowed to be manufactured, sold, imported or used in other business activities without certification since September 1, 2015.
